Key responsibilities
1. Strategic Procurement & Local Leadership
- Lead the local procurement function, covering strategy execution, performance management, people leadership, and capability building.
- Ensure adherence to the Allianz Group Standard for Procurement (AGSP), including sourcing processes, global category strategies, sustainability principles, and TPRM requirements.
- Maintain and update the local procurement guideline, including thresholds, signature rules, compliance flows, and cross-functional involvement (legal, outsourcing, IT security, privacy, risk).
- Drive early procurement involvement (EPI) by aligning with business functions and ensuring demand visibility.
2. Category Management & Sourcing Execution
- Implement global category strategies, adapting them to the Portuguese market where needed in coordination with Group Category Leads.
- Execute local sourcing initiatives (RFI, RFP, RFQ, e auctions), ensuring transparent and compliant tendering.
- Enforce competitive sourcing, strict bid waiver control, and escalation management.
- Manage local spend, identify savings opportunities, and ensure documentation in line with AGSP reporting standards (savings, spend, sourcing compliance)

3. Supplier Management & Responsible Procurement (ESG)
- Ensure proper supplier onboarding, qualification, and requalification following Group rules
- Oversee supplier segmentation and SRM routines, including performance reviews, risk assessments, and remediation plans.
- Ensure all procurement practices align with ESG, the Allianz Vendor Code of Conduct, and local regulatory requirements.
4. Contracting, Risk & Governance
- Oversee contracting workflows, ensuring alignment with legal, risk, compliance, data privacy, information security, and outsourcing governance.
- Enforce “No PO – No Pay”, P2P discipline, and proper documentation for audits.
- Maintain and report operational procurement controls (e.g., maverick spend, sourcing exceptions, supplier risk indicators).
5. Travel Management – Policy, Operations & Compliance
- Own and maintain the Local Travel Policy, ensuring alignment with Group Travel Policy, finance rules, sustainability guidelines, and employee safety.
- Oversee end to end Business Travel processes, including booking channels, approval flows, expense controls, and traveler guidance.
- Manage travel vendors (TMC, airlines, hotels, car rental), evaluate performance, negotiate local travel contracts when permitted, and ensure global contracts are implemented locally.
- Ensure process compliance, accuracy of travel data, and timely incident/escalation handling.
- Lead initiatives to improve user experience, cost efficiency, and policy adherence in travel.
6. Sustainability in Travel – KPIs, Reporting & Reduction Roadmap
- Define, track, and report Sustainability KPIs for Travel, including: - CO₂ emissions from business travel (air, rail, car); - Share of “green travel” (rail vs. air, low emission choices); - Reduction KPIs aligned with Group Sustainability Office.
- Publish periodic dashboards to OE Leadership and Group Procurement/Sustainability.
- Promote sustainable travel behaviors (virtual meetings, preferred train routes, policy nudges).
7. Stakeholder Engagement & Cross-Functional Collaboration
- Act as the key local interface to Global Sourcing & Procurement (GSP), Global Travel, and Group Sustainability.
- Provide insights on procurement performance, travel spend, sustainability trends, risks, and opportunities to OE Board and Group partners.
- Represent Allianz Portugal in global procurement and travel governance communities.
- Build strong partnerships with CEO, CFO, COO, OM, HR, Finance, IT, and Audit.
Requirements
Must have
- Master’s degree in Business Administration, Economics, Supply Chain, Travel Management, or related fields.
- Several years’ experience in strategic procurement, category management, or sourcing in multinational/regulated environments.
- Experience leading teams and interacting with C‑level stakeholders.
- Strong negotiation expertise and supplier management skills.
- Solid understanding of procurement governance, risk management, and compliance frameworks (AGSP, P2P, TPRM).
- Fluent Portuguese and English
Nice to have
- Knowledge of ESG in procurement and sustainable travel indicators.
- Experience with travel management systems, data dashboards, or TMC governance.
- Familiarity with procurement tools (Ariba S2C, SAP P2P).
- Spanish.
- Insurance or regulated environment experience.
