Team Leader, Utilities & General Facilities

Objectives of the Position
- Responsible for leading the Utilities & General Facilities within the site.
- To manage the operation and care of the utilities plants and their distribution to ensure reliable and quality supply of steam, furnace, compressed air, nitrogen, water (process and potable), demineralized water and cooling water for the plants and facilities use within the site.
- To manage and take care of the condition of the site general facilities such as non-production buildings, drainage system, sewerage system, fences, firefighting system and utilities pipe racks and empty land spaces within the site.
Main Tasks & Responsibilities
Safety, Health & Environment (SHE)
- Follow and enforce all environmental, health, and safety (EHS) rules to maintain a safe working environment.
- Ensure safe handling and unloading of hazardous chemicals (e.g. HCl, NaOH) according to approved procedures.
- Support regular testing and maintenance of fire hydrant systems and emergency generator sets to ensure readiness.
Operations & Maintenance
- Support daily operations and maintenance of utility facilities and equipment (e.g. boilers, air compressors, water systems).
- Assist in identifying, troubleshooting, and resolving operational or technical issues.
- Coordinate with OEM vendors for equipment servicing and repairs.
- Monitor equipment performance and report any issues for corrective action.
Regulatory & Compliance Support
- Support compliance with BASF standards and local regulations by tracking permits, licenses, and inspection requirements.
- Assist in preparing for DOSH inspections, including pressure vessel and equipment checks.
- Support implementation of Integrated Management Systems (ISO 9001, ISO 14001, OHSAS/ISO 45001) and Process Safety Management requirements.
- Assist in Management of Change (MOC) processes for facility or system modifications.
Inventory, Procurement & Documentation
- Support the ordering, receiving, storage, and issuance of utility materials and spare parts.
- Raise Purchase Requisitions in SAP for required materials and services.
- Maintain accurate records of inventory and transactions.
- Update and maintain department documents in line with IMS requirements.
Others
- Track operational KPIs and report performance to support continuous improvement.
- Support monitoring of departmental expenses to ensure costs remain within budget.
- Assist in reviewing utility cost allocation to ensure accurate charging to respective plants.
- Support small improvement projects related to utilities and demineralized water systems.
- Assist in site improvement initiatives as assigned by the Manager, TSS or Site Manager.
- Support the identification of training needs and coordinate training programs to improve staff competency.
- Work closely with internal teams, contractors, and external authorities (e.g. DOSH) to support operational and compliance activities.
Requirements
Education
- Degree in Engineering or any Science discipline
- Must possess a Steam Engineer Grade 1 Certificate.
Working Experience
- Minimum 10 years of relevant working experience including 5 years in Boiler House, Utilities and General Facilities.
- Minimum 5 years of supervisory or leadership experience.
Technical & Professional Skills
- Technical knowledge in boiler operations and technology, including equipment design, functionality, operating limitations, maintenance, and safety requirements.
- Technical understanding of utility equipment, including pumps, blowers, valves, and related systems.
- Familiarity with local regulatory requirements (e.g. DOSH) and compliance standards.
- Proficient in English, with the ability to read, write, and communicate effectively.
- Solid knowledge of utility systems, including demineralized water treatment processes, equipment operation, limitations, and safety features.
- Knowledge of Natural Gas systems.
- Proficient in standard computer applications, including Microsoft Excel, Word, and PowerPoint, as well as SAP (including SAP-PM), Lotus Notes, and Adobe Acrobat.
- Working knowledge of management systems, including ISO 9001, ISO 14001, ISO 50001, and Process Safety Management (PSM) requirements.
